Mission and objectives

UNICEF is dedicated to advancing the rights of every child, everywhere, placing children’s rights at the centre of its programmes, advocacy and operations.

In Ukraine, UNICEF’s work is guided by its Equity Strategy, which prioritises the most disadvantaged and excluded children and families. Within the current Country Programme, Water, Sanitation and Hygiene (WASH) is a core outcome area aimed at ensuring that children and young people live and develop in a safe, sustainable and resilient environment, with equitable access to affordable and safely managed WASH services.

Context

Within the new Country Programme Document for Ukraine, UNICEF has positioned WASH as a key contribution to humanitarian response, early recovery and longer-term systems strengthening in a conflict- and climate-affected context. This work aligns with Ukraine’s Water Strategy until 2050 and supports broader progress across health, education, child protection and social services by safeguarding public health, dignity and environmental sustainability for children and their families.

UNICEF Ukraine’s WASH programme applies a dual humanitarian–development approach: responding to urgent needs through critical supplies, emergency repairs and essential equipment, while also supporting recovery and resilience of national and local WASH systems. Working with ministries, local authorities, utilities and service providers, UNICEF promotes governance strengthening, improved service delivery, and sustainable, inclusive and climate-resilient technical solutions.

As UNICEF expands emergency WASH early recovery interventions in conflict-affected oblasts, with a particular focus on restoring essential water, heating and sanitation services for households, health care facilities and schools, there is a strong need for robust engineering supervision, risk-informed implementation and harmonised quality assurance. To support this, UNICEF is seeking a WASH Quality & Accountability Engineering Expert (UN Volunteer Expert) to provide high-level technical oversight, strengthen supervision systems, mentor national staff and support sustainable handover of engineering quality assurance practices.

Key responsibilities

1) Technical quality assurance and risk management

• Operationalise UNICEF’s LTA supervision risk model to ensure consistent application across WASH infrastructure projects.
• Review design packages, Bills of Quantities (BoQs), technical documentation, contractor submissions, supervision reports and QA/QC evidence for compliance with UNICEF standards and Ukrainian regulations.
• Identify systemic weaknesses, documentation gaps and engineering risks, and recommend improvements to strengthen oversight, controls and accountability.
• Develop and refine tools, templates, checklists and workflows to enhance quality, safety and traceability of WASH interventions.

2) Capacity building, mentorship and knowledge transfer

• Provide on-the-job coaching and mentorship to national WASH officers, field engineers and implementing partners on quality assurance practices, supervision methods and engineering documentation.
• Strengthen Field Office capacities in applying the LTA supervision model, including risk categorisation, contractor performance monitoring, defect management and variation approval processes.
• Deliver targeted capacity-building sessions on engineering risk management, construction supervision standards and accountability frameworks.
• Prepare a structured knowledge-transfer package to support long-term institutionalisation of supervision practices within the WASH team.

3) Harmonisation of tools and systems across projects

• Support harmonised implementation of LTA supervision standards across oblasts and partners, promoting consistent quality benchmarks.
• Facilitate cross-project learning by documenting lessons learned and emerging risks to inform programme adjustments.
• Provide technical inputs to monitoring missions, donor reporting and management briefs on engineering quality and risk status.
• Strengthen linkages between WASH quality assurance processes and broader programme optimisation, including HACT, supply planning, emergency preparedness and recovery programming.

4) Advisory support to WASH project coordination and implementation

• Deliver a time-bound package of advisory support focused on system establishment rather than long-term implementation.
• Produce a clear exit strategy covering transferred tools, trained staff, sustained workflows and recommendations for future risk-informed WASH programming.
• Provide high-level technical advice to management on engineering risk exposure and opportunities for system strengthening.
• Provide technical and operational support, as required, for the successful completion of UNICEF WASH projects.

Requirements

• Education: Master’s degree in Civil Engineering, Water Engineering, Environmental Engineering, Mechanical Engineering, or a closely related technical field relevant to water supply, sanitation or heating systems. A first-level university degree combined with relevant training and/or experience may be accepted in lieu of an advanced degree.
• Experience: Minimum 7 years of progressively responsible professional experience in WASH engineering, municipal infrastructure, utilities or related technical fields, including field-based work.
• Languages: English – Working knowledge (required).

Essential skills

• Demonstrated experience in construction supervision, quality assurance and risk-based oversight of infrastructure projects.
• Proven experience reviewing designs, BoQs and contractor documentation for donor-funded works, ideally in humanitarian or early recovery contexts.
• Strong ability to strengthen supervision systems, manage engineering risks and ensure audit-ready documentation.
• Experience mentoring technical staff and providing clear, practical technical advice to management.
• Strong drafting, reporting and documentation skills, with high accuracy and professionalism.
• Ability to work effectively in a challenging, multicultural environment with minimal supervision and tight deadlines.
• Solid computer literacy, including MS Office and familiarity with database management and office technology.
• Sound security awareness.

Desirable skills

• Experience working with municipal utilities (Vodokanals, district heating companies), local authorities or hromadas.
• Prior experience in humanitarian, early recovery or post-conflict contexts.
• Experience supporting or monitoring donor-funded infrastructure projects (e.g. EU, KfW, IFIs, bilateral donors).
• Relevant post-graduate training complementing the main degree.

Allowances

• Volunteer Living Allowance (VLA): USD 2,246 per month (paid in UAH equivalent), including Well-Being Differentials while duty stations in Ukraine are classified “E”.
• Entry lump sum: USD 400 (one-time payment).

Medical and life insurance

• Medical insurance: Provided to the UN Volunteer (and eligible dependents, where applicable) for the duration of the assignment and normally up to one month after contract end.
• Life insurance: Coverage for the entire assignment period, with benefits payable to designated beneficiaries.

Leave entitlements

• Annual leave: 2.5 days per month (unused days up to 30 may be carried over if the contract is extended within the same assignment).
• Learning leave: Up to 10 working days per 12 months, subject to approval and exigencies of service.

Site Engineer required to join a multi-disciplinary civil engineering and utilities contractor in Cork. As a Site Engineer you are required to have a good knowledge and understanding of civil engineering and utility operations including a good knowledge of underground electrical networks, this should underpin an understanding of the requirements and needs of our extremely successful business unit. The role will involve an initial assessment of assigned tasks, planning the works with the PM including identifying any traffic management requirements, scheduling crews and construction of the works.
