The chemical industry is the second largest commodity shipped by rail and represents more than 10% of the gross revenue for the railroads. However, nearly two-thirds of America’s chemical facilities that depend on rail service are served by only one railroad. These “captive customers” (along with many additional captive rail customers in other industries) are routinely subject to unreliable service and exorbitant prices because a single railroad has a monopoly on rail service at these sites. Unfortunately, The Surface Transportation Board, established by Congress to address these concerns, has acted as a barrier to competition. The combination of unrestrained monopoly power, federal protections and an ineffective STB has led to a lack of fairness and free competition within America’s freight rail system. Instead of a balanced commercial relationship, the chemical industry has a one-sided relationship that allows railroads to act with impunity. The committee is concerned with the spectrum of strategic, technical and planning issues related to freight rail transportation. The Committee's areas of emphasis include relationships between railroads, including the roles of railroads in the freight marketplace; demand for freight services, including intermodal traffic; the economics of freight railroads and related topics; integrating rail transport into federal, state and local transportation planning processes; public and private investment strategies including public/private partnerships; assessing regulatory issues and impacts; identifying areas of needed technical research; and promoting implementation of new rail technology.

The Long Island Forum for Technology (LIFT) received funding from the Small Business Administration to help expand economic opportunities for Long Island's small businesses in rail/rail security and surface transportation. A major initiative of this group is to form teams of small businesses to compete for larger bid opportunities for procurements issued by transit agencies, prime contractors, the federal and state government.

The qMetrix for Transportation system was designed at the requested of the TAPPI SRW committee with the goal to reduce in-transit damage of roll paper shipped via rail.
