High-Speed Railway (HSR) is globally regarded as a modern surface transportation technology that has revitalized inter-city passenger railway. The HSR system is characterized by several criteria around the world, among which the most obvious one is speed. Although there are plans to develop HSR lines and corridors in developing Asian countries, they have not been sufficiently deliberated and coordinated under a holistic framework. This IRG, under the auspices of the Eastern Asia Society for Transportation Studies (EASTS), aims to investigate current practices of planning HSR in Asia.

The WestShore Corridor Transportation Project (WCRTF) is part of the original NEORAIL Study done by NOACA ( Northeast Ohio Areawide Coordinating Agency) in the 1990’s. For two years, All Aboard Ohio, led by Ken Prendergast, Executive Director, and the LCCA have hosted bi-monthly meetings along the corridor to solicit buy-in for this project. The Lorain County Commissioners and the Northern Ohio Commuter Rail Coalition entered into an MOU (Memorandum of Understanding) creating a new joint agent, WestShore Commuter Rail Task Force; wherein the Coalition committed to contribute up to $34,000 of the County’s required 20 percent match to access the $343,000 Earmark acquired by Congresswoman, Betty Sutton. To date $30,000 has been secured. $35,000 is being requested from NOACA, and additional funding to meet educational, marketing and promotional requirements is being solicited from entities such as Fund For Our Economic Future. Richard Enty and Associates, is holder of the Lorain County Contract to prepare an RFP (Request for Proposal) for the Alternative Analysis (AA) on the WestShore Corridor Transportation Project. Completion time for the AA is estimated at one year. The West Shore Corridor Transportation Project is centered at the City of Lorain in Lorain County, Ohio and extends west to Sandusky, Ohio in Erie County and east to Cleveland, Ohio in Cuyahoga County.

The University Transportation Center for Railway Safety (UTCRS) will develop knowledge, diverse human resources, and innovative technology in support of strategic safety plans for the U.S. rail transportation industry. The center will engage and focus its partners’ established expertise and leverage and expand their existing resources to establish comprehensive programs of rail safety research, education, technology transfer and implementation, and workforce development. The UTCRS aims to reduce the number of accidents and equipment failures experienced insystems. This will result directly in reduced fatalities and injuries in addition to reduced economic losses to stakeholders.
