This is a campaign and a program to intensify the “greening” of the downtown core by linking sustainability with economic development. There are existing assets and emerging conditions that give impetus to this initiative. These include: the planned LRT and related downtown mobility planning; the associated potential to advance green energy infrastructure during construction; the Laurier St. segregated bike lane; the BIXI bike network expansion; the growth in residential capacity in the downtown core (more options to live near work); an existing large community garden, numerous Savour Ottawa restaurants, and a growing local food movement in the core; 30 certified green buildings in the core; and current and anticipated turnover of space with the downsizing and relocation of federal employment. The proposal is to develop an “eco-brand” for the downtown core, and programs to engage, inform, support and leverage (e.g., via economies of scale) the interest of building owners, tenant businesses, employees, and the City in reducing the environmental footprint of the core. Opportunities will be pursued at the building-level (e.g., energy efficiency improvements, renewable energy infrastructure, green roofs), through shared physical infrastructure (e.g., thermal energy storage, electric vehicle charging stations, “complete streets”), and through behaviour change (e.g., occupancy actions, mobility choices). This initiative will position Ottawa to attract leading (e.g., Fortune 500) companies that have corporate social responsibility (CSR) policies as a core requirement for their location selection.
