The purpose of the Honolulu High-Capacity Transit Corridor Project is to provide high capacity rapid transit in the highly congested east-west transportation corridor between Kapolei and UH Mānoa, as specified in the Oahu Regional Transportation Plan 2030 (ORTP) (OahuMPO 2007). The project is intended to provide faster, more reliable public transportation service than can be achieved with buses operating in congested mixed flow traffic. It will provide reliable mobility in areas of the corridor where people of limited income and an aging population live and will serve rapidly developing areas of the corridor. The project will also provide additional transit capacity and an alternative to private automobile travel, as well as improve transit links within the corridor. In conjunction with other improvements included in the ORTP, the Project will help moderate anticipated traffic congestion in the corridor. It also supports the goals of the City and County of Honolulu General Plan (DPP 2002a) and the ORTP by serving areas designated for urban growth. The project will improve mobility for travelers who face increasingly severe traffic congestion, improve transportation system reliability, provide accessibility to new development in the Ewa-Kapolei-Makakilo area in support of the City's policy to develop this as a "second city," and improve transportation equity for all travelers. http://www.honolulutransit.com/overview/

Public-Private Partnership (P3) is not a new project delivery concept and there are many examples of successful applications to transportation (highways,bridges, rail, airports) projects in the US and abroad. Similar applications are limited in number when it comes to the maritime sector. This is about to change in the US in the coming years. Due to the passage of the Water Resources Reform and Development Act (WRRDA) of 2014, the Water Infrastructure P3 Pilot Program authorized a 5-year pilot program to identify up to 15 previously authorized navigation, flood damage reduction, and hurricane/storm damage reduction projects for private participation. This will enable innovative agreements with the private sector for projects from planning, design to construction. A non-federal entity or a consortium of one or more private entities or a public authority could participate in the funding, operations, maintenance, and replacement or major rehabilitation projects under a real property instrument and cooperative agreement while still owned by the government. P3 for Waterways Infrastructure Group has been formed to help fill in the information gap by providing a convenient venue to maritime professionals to share their perspectives and experiences related to P3 project delivery system.

Founded in 1993, the Chaddick Institute is located at DePaul University's Loop Campus in Chicago, Illinois. The Institute offers planners, attorneys, developers, and entrepreneurs a forum to share expertise on difficult land use issues through workshops, conferences and policy studies.
